The penal system of the Russian Federation

A prison is an institution for the confinement of persons convicted of major crimes or felonies. In the 19-th and the 20-th centuries, imprisonment replaced corporal punishment, execution, and banishment as the chief means of punishing serious offenders.

Historically exile, execution, and various forms of corporal punishment were the most common penalties for criminal acts.

Modern prisons in Russia are quite diverse. Because of the need to maintain security within prisons all penal institutions are separated into categories of maximum, medium and minimum regime. Convicted offenders are assigned to a particular category on the basis of seriousness or violent nature of their offense, the length of their sentence, their proneness to escape, etc. Within a prison the inmates are often classified into several categories and housed in corresponding cellblocks according the security risk posed by each individual.

In Russia all inmates may be held in colonies or prisons. There are two kinds of colonies on the territory of Russia: settlement colonies – the prototype of the «open prisons» that exist in many West European countries, and corrective colonies. Corrective colonies may be of three types: corrective colonies with general regime, corrective colonies with strict regime, and corrective colonies with the strictest regime (special regime).

On the territory of Russia there are only 7 prisons. Two thousand prisoners are held in these types of penal institutions. Most of the inmates there are recidivists, who committed very serious crimes and pose a danger for the society.

Younger offenders are usually held in separate penal institutions – Juvenile Correctional Facility (sometimes it may be called as reformatory) – that provide a stronger emphasis on treatment, training and social rehabilitation of youth.

Note should be taken that we live in a very unique and complicated period, in a period of reforms. They have affected all spheres of our life and especially the Penal System. According to the conception of the Penal System Development a penal officer must be competent in many questions, such as how to prevent crimes within a prison and escapes, how to carry out regime and supervision in correctional institutions. It goes without saying that we must adhere to a strict code of behaviour, follow rules and regulations of a correctional institution and carry out our duties perfectly.

Among the main tasks and goals of this conception is humanization of conditions of imprisonment. Much attention is also paid to psychological rehabilitation of inmates. We should do our best to prepare prisoners to early prison release. All of us must remember that people who committed crimes and are placed into correctional system should be treated legally and humanely, their human rights should not be violated and they should be given a chance to be restored in their rights and return to normal life in the community. It is especially important for juveniles and women offenders.
